MODERN ASPECTS OF THE IMPLEMENTATION OF INSTRUMENTS OF THE STATE MECHANISM FOR THE DEVELOPMENT OF ELECTRONIC HEALTHCARE IN UKRAINE

The article provides a comprehensive analysis of the modern aspects of implementing
instruments of the state mechanism for the development of electronic healthcare in Ukraine under
conditions of digital transformation of public administration and increasing security challenges. It is
substantiated that eHealth serves as a key element in the modernization of the healthcare system,
ensuring improved quality, accessibility, and transparency of medical services, as well as greater
efficiency of managerial processes. The essence and structure of the state mechanism for the
development of electronic healthcare are defined, encompassing regulatory and legal, institutional,
organizational, technological, and informational instruments.
The regulatory and legal framework for the functioning of the electronic healthcare system is
analyzed, with particular attention to the role of legislation in regulating access to medical data, protection
of personal information, and ensuring cybersecurity. The institutional foundations of state policy
implementation in the field of eHealth are examined, emphasizing the distribution of responsibilities
among public authorities and challenges related to coordination of their activities. Modern digital
instruments are outlined, including electronic prescriptions, electronic referrals, electronic health records,
and patient digital services, which contribute to improving the efficiency of healthcare financing and
optimizing managerial decision-making.
It is established that the implementation of instruments of the state mechanism for the development
of electronic healthcare is accompanied by a range of challenges, including fragmentation of the
regulatory framework, insufficient interoperability of information systems, uneven development of digital
infrastructure, and limited digital competencies among healthcare professionals and the population.
Particular attention is paid to issues of cybersecurity and the protection of personal medical data in the
context of hybrid warfare, which necessitates strengthening state control and introducing advanced
information security technologies.
Directions for improving the state mechanism for the development of eHealth in Ukraine are
substantiated, including harmonization of legislation with European standards, strengthening the
institutional capacity of public administration bodies, implementation of unified technical standards, and
enhancement of digital literacy. Emphasis is placed on the importance of forming a human-centered
model of electronic healthcare oriented toward patients’ needs and ensuring trust in digital services.
