STRATEGIC HUMAN RESOURCE MANAGEMENT IN PUBLIC ADMINISTRATION IN UKRAINE: THEORETICAL APPROACHES

Abstract

This article presents a comprehensive analysis of strategic human resource management in public administration in Ukraine and identifies the main stages of its implementation. It is emphasized that strategic human resource management in Ukraine’s public sector is a key factor in enhancing the effectiveness of state institutions and the implementation of public policy. Its implementation ensures the systematic formation, development, and utilization of human resources in the public sector, determining the level of professional competence, managerial capacity, and motivation of public servants.

The analysis of the current state demonstrates that strategic human resource management in Ukraine is developing gradually and faces a number of challenges, including insufficient integration of the strategic approach into internal management processes, limited digitalization of HR procedures, misalignment of professional training systems with contemporary requirements, and the persistence of bureaucratic culture, which sometimes reduces the effectiveness of HR policies.

At the same time, the development of a long-term HR strategy, the adoption of a competency-based approach to personnel management, the implementation of professional training and continuous development programs, and the creation of effective mechanisms for motivation and career management allow these challenges to be gradually addressed. Particular importance is attached to integrating strategic human resource management with digitalization processes and modernization of public administration, which enhances transparency, accountability, and performance of state institutions.

Strategic human resource management in Ukraine’s public administration is a necessary prerequisite for increasing the institutional capacity of the state, forming a professional and competent corps of civil servants, ensuring effective implementation of reforms, and achieving sustainable development of the public administration system. Its improvement requires a comprehensive approach, including modernization of the legal and regulatory framework, development of personnel competencies, advancement of digitalization, and creation of conditions for motivation and career development of public servants.
